MUI’ FATWA ON THE SINOVAC VACCSINE AS ACHIEVMENT OF THE MAQASHID SHARIA TO HEALTH EMERGENCY IN INDONESIA

The statistical calculation of Extreme Learning Machine (ELM) forecast that the infected individuals number of Covid
19 will be increase in Indonesia. Hence, the government imported the Sinovac Vaccine from China to reduce the
spread of virus. However, using of the Sinovac Vaccine is doubted by the Indonesian muslim people, related to the
safety, halal and thayyib. Related to this opinion, so the Indonesian Council of Ulama (MUI) issued fatwa that
Synovac Vaccsine is holy and halal, according to the MUI’s Fatwa: Number 02 of 2021 on Vaccine Products of
Covid-19 from Synovac Life Sciences CO. LTD China and Bio Farma Company.Therefore the Synovac Vaccine is
legalized to be used as an immune and a health emergency too. Nevertheless, whether the use of Sinovac Vaccisine
will minimalize the spread of virus in the body and is it included the health emergency? The questions will be
answered base on the maqashid sharia which is measured with maslaha by using qualitative research. The primary
data is obtained on the MUI’s Fatwa about the Sinovac Vaccine and the opinions of scholars which is related to the
maqasid sharia, while secondary data will be founded by the literature of the Covid 19, statistics data of BPS and
Ministry of Health, besides journals and online media. This research recommends that use of vaccines will be
analyzed with the halal, safety and effectiveness.
